No its not some strange offshoot of the AIR runtime. Its a site/group who are fund raising for a charity.

I figure for 25 bucks thats one cheap operation, and seeing I have been temporarily blind once (welding accident – don’t ask) and it was the scariest time of my life, I thought it would be great to give the gift of sight to someone else.
